How do we know the ETB is fake with sealed plastic ?

Are you sure there is fake ETB in the market ? 

In fact, most of the high-end products have been plagued by counterfeit issue. It just a matter of time they could replicate said products. What they could not replicate probably the digital code meant for Pokemon Trading Card Game Live inside the loose pack.
